Recently, the Ministry of Home Affairs issued Circular 09/2012/TT-BNV on the procedures and content of inspection regarding the recruitment, employment, and management of Vietnamese officials and public employees.

According to Article 47 of Circular 09/2012/TT-BNV, the contents of the inspection of public employee dossier management in Vietnam include:
1. Power to manage the public employee dossier; decentralization of public employee dossier management.
2. Preparation of public employee dossiers, including the time of dossier preparation for verifying and authenticating the honesty of information criteria declared by the public employee and stamped for confirmation by the respective agency, organization, and unit to be brought into management.
3. Supplementation of the public employee dossier, including the time of dossier supplementation; responsibility for collecting relevant documents related to the public employees under the management of the inspected entity to include in the public employee dossier.
4. Transfer, reception, research, and employment of the public employee dossier.
5. Security of the dossier and reporting policies on the public employee dossier management.
6. Components of the documents in the dossier, including:
- General documents: Public employee's profile; public employee's résumé; public employee's résumé supplementary note; copy of birth certificate; annual health certificate; annual first-time asset declaration, supplementary asset declaration;
- Copies of related degrees, certificates, and documents;
- Decisions related to recruitment, employment, and management of each public employee; working contracts, appendices of working contracts of the public employee.
- Self-reviews and evaluations of public employees.
7. Other contents as prescribed by law on public employee dossier management.
