Recently, the Ministry of Labour, Invalids and Social Affairs of Vietnam promulgated Circular 56/2018/TT-BLDTBXH stipulating the minimum knowledge and competency requirements for graduates at intermediate and college levels for disciplines and professions related to transport services, environment, and security.

Under Circular 56/2018/TT-BLDTBXH, college-level firefighting and rescue in Vietnam is a discipline or profession that involves jobs such as: Reviewing designs, accepting fire prevention and control tasks; Inspecting fire safety and rescue operations; Propagating and mobilizing the public for fire prevention and rescue; Managing, using, operating, maintaining, and preserving fire prevention and rescue equipment and vehicles; Designing automatic fire alarm and extinguishing systems; Training in fire fighting skills, developing and practicing firefighting plans; Training in rescue skills, developing and practicing rescue plans; Conducting firefighting activities against occurring fires; Organizing rescue activities for incidents and accidents within the scope of the fire fighting and rescue force, meeting level 5 requirements in the Vietnamese Qualifications Framework.
College-level firefighting and rescue practitioners in Vietnam will perform the following main duties:
- Review firefighting design documents; inspect the construction of firefighting systems; carry out acceptance inspections for firefighting;
- Prepare basic investigation documents; classify facilities under the management scope for firefighting; guide facilities to implement measures ensuring firefighting safety in accordance with regulations; organize safety inspections for firefighting at facilities; handle violations of firefighting regulations;
- Develop programs, plans, and content for propaganda on firefighting and rescue; organize propaganda activities on firefighting and rescue; guide the establishment of a popular movement for firefighting at facilities under state management for firefighting and residential areas with high risk of fire and explosion;
- Develop training plans, training curricula, and conduct training in firefighting and rescue operations. Develop firefighting plans and rescue plans; plan and organize drills for firefighting and rescue plans; organize drills for firefighting and rescue plans based on simulated scenarios;
- Deploy forces, equipment, and firefighting devices to swiftly extinguish the fire; apply reasonable firefighting strategies and methods to save people, save property, and prevent fire spread promptly and effectively;
- Organize the deployment of special forces, equipment, and rescue devices and apply suitable measures, techniques, and tactics for rescue operations on the scene of incidents and accidents to achieve the highest efficiency in saving people and property;
- Instruct officers and soldiers in operating firefighting and rescue equipment; manage firefighting and rescue equipment and formulate plans for maintenance and repair of firefighting and rescue equipment.
Note: Minimum knowledge volume is 2,385 hours (equivalent to 90 credits).
