Vietnam: 06 criteria for selection of project proposal documentation which is judged the most feasible and efficient

On December 28, 2018, the Ministry of Planning and Investment of Vietnam issued the Circular No. 09/2018/TT-BKHĐT providing guidance on the implementation of the Government’s Decree No. 63/2018/ND-CP on investment in a public-private partnership form.

According to the Circular No. 09/2018/TT-BKHĐT of the Ministry of Planning and Investment of Vietnam, criteria for selection of project proposal documentation which is judged the most feasible and efficient shall be composed of the followings:

- Requirements set out in clause 1 of Article 20 in the Decree No. 63/2018/ND-CP of Vietnam’s Government;

- Necessity for investment to be made;

- Technical feasibility, including land use plans;

- Socio-economic efficiency of a project;

- Financial feasibility of a project;

- Investor’s capabilities of and experience in undertaking preparation of the pre-feasibility study report and the feasibility study report for the project that such investor proposes.

Based on specific conditions and requirements for implementation of projects, ministries, sectoral administrations and provincial People’s Committee shall decide on the evaluation method for comparison and selection of project proposal documentation which is the most feasible and efficient.
