Recently, the Ministry of Science and Technology of Vietnam issued Circular 06/2014/TT-BKHCN stipulating principles and criteria for selecting science and technology tasks under the National Technology Innovation Fund.
Vietnam: 05 requirements for organizing short-term science and technology training and retraining courses (Illustrative photo)
Under Circular 06/2014/TT-BKHCN, organizations and enterprises presiding over the organization of short-term training and retraining courses in Vietnam must ensure the following requirements:
- Have an organized and professional management structure for the course; a team of lecturers with qualifications, teaching experience, and experience in the training and retraining knowledge; ensure the professional structure and level as required by training; a team of technicians and staff with professional expertise, updated with new knowledge;
- Have technical infrastructure that meets the training requirements in terms of books, textbooks, reference materials, electronic information, and electronic means supporting research and reference;
- Have cooperative relationships with domestic and foreign institutions to meet the requirements for training and retraining knowledge;
- Have a knowledge training and retraining program that specifies clear and specific goals, a reasonable structure, is systematically designed, meets requirements based on surveys and assessments of technological innovation needs of enterprises; is supplemented, adjusted, and updated based on reference to advanced programs of foreign training organizations, feedback from entities sending trainees, and enterprises with knowledge training and retraining needs;
- Have feasible research and an approved activity plan for each course.
At the same time, this Circular also stipulates that organizations and enterprises sending trainees for training and retraining or independent trainees must:
- Pay a part of the training cost;
- Have written approval for the investment project on technology transfer and application;
- Utilize the staff sent for training to perform tasks related to technology transfer and the application of new technology according to the plan.
