Vietnam: 05 contents of appraisal of dossiers for construction of national target works

The Government of Vietnam issued Decree No. 161/2016/NĐ-CP stipulating a special mechanism for construction investment management of a number of projects under national target programs during 2016-2020.

According to Decree No. 161/2016/ND-CP of Vietnam’s Government, the commune-level People’s Committee shall appraise the work construction dossier.

Contents of appraisal:

- Assessment of the conformity of the project with local construction and land use master plans and with the commune-level construction master plan and new countryside building plan;

- Assessment of the conformity of the model or typical design with practical conditions of the construction ground;

- Technical feasibility and the self-execution ability of the people and community assigned to construct the work;

- Investment policy and the possibility to raise capital (state funds, people’s contributions and other resources) under the investment policy approval decision and report on appraisal of funding sources and state budget amounts (for projects invested by state budget funds and not directly invested by commune budgets);

- The reasonableness of expenses compared to local price levels (market prices) and those of other similar projects that have already been and are being carried out (if any).
