Vietnam: 05 conditions for peer assessment for accreditation of a vocational education institution

Currently, peer assessment consists of 04 steps: Registration for peer assessment; Establishment of a peer assessment team; Survey by the peer assessment team; Compilation of a peer assessment dossier.

According to Circular No. 27/2018/TT-BLDTBXH of the Ministry of Labor - War Invalids and Social Affairs of Vietnam, peer assessment for accreditation of a vocational education institution must meet the following conditions:

- Completion of a self-assessment and report on self-assessment of vocational education quality;

- 100% of its disciplines are issued with the certificate of registration of vocational education activities or permitted to provide training by a competent authority according to regulations;

- For a vocational education center, at least 50% of its current elementary-level training programs have had at least 1 (one) graduating class when it undergoes vocational education accreditation;

- For a vocational training school, at least 50% of its current intermediate-level training programs have had at least 1 (one) graduating class when it undergoes vocational education accreditation;

- For a college, at least 50% of its current intermediate-level training programs and 50% of its current college-level training programs have had at least 1 (one) graduating class when it undergoes vocational education accreditation.

Conditions for peer assessment for accreditation of a training program include:

- Completion of a self-assessment and report on self-assessment of vocational education quality;

- The vocational education institution or vocational education service provider is granted a certificate of registration of vocational education activities for the vocational discipline whose training program is undergoing accreditation by a competent authority;

- The training program has had at least 1 (one) graduating class.

A vocational education institution or vocational education service provider that meets the above conditions shall register for peer assessment with an accreditation organization. The vocational education institution or vocational education service provider (hereinafter referred to as “institution undergoing peer assessment”) and the accreditation organization shall negotiate a contract for peer assessment.

Notably, an accreditation organization shall not carry out a peer assessment of a vocational education institution or vocational education service provider of which the accreditation organization is a capital contributor or shareholder; or of a vocational education institution or training program managed by a body or unit with an affiliated accreditation organization.
