Vietnam: 04 Steps for implementation of the State-level Key Science and Technology Program (Illustration)

According to Circular 19/2011/TT-BKHCN, the implementation of the State-level Key Science and Technology Program in Vietnam is specified as follows:

1. Identifying science and technology tasks under the Program

- The Ministry of Science and Technology determines the organization for identifying science and technology tasks under the Program.

- The Program Steering Committee takes charge of and cooperates with the Program Office and relevant functional units under the Ministry of Science and Technology, to organize the identification of tasks.

Identification of tasks is conducted in accordance with regulations on identifying state-level science and technology tasks and regulations on identifying potential science and technology research themes issued by the Ministry of Science and Technology.

2. Organizing the selection and consideration for selection of organizations and individuals to lead the performance of science and technology tasks under the Program

- The Program Steering Committee takes charge of and cooperates with the Program Office and relevant functional units under the Ministry of Science and Technology, to organize the selection, review, and selection of organizations and individuals to lead the implementation of themes and projects under the Program.

- The selection and review of organizations and individuals to lead the implementation of themes and projects are conducted in accordance with regulations on selecting state-level science and technology task leaders, and regulations on selecting potential science and technology research theme leaders issued by the Ministry of Science and Technology.

3. Theme and project appraisal

- The Program Steering Committee takes charge of and cooperates with the Program Office and functional departments of the Ministry of Science and Technology, to appraise the content and funding of the themes and projects.

- The appraisal of themes and projects is conducted in accordance with regulations on appraising state-level science and technology tasks issued by the Ministry of Science and Technology.

- When necessary, the Minister of Science and Technology consults with domestic and foreign experts on the appraisal results before making a decision.

4. Task assignment and contract conclusion

- The Program Steering Committee and the Program Office conclude contracts for implementing themes and projects with the host organization and leader. The contract template is issued by the Ministry of Science and Technology.

- Annually, the Ministry of Science and Technology assigns tasks and guides the content and plan for the Program to the Program Steering Committee, Program Office, and also notifies the managing Ministry (for tasks chaired by affiliated agencies) within the general science and technology plan of the managing Ministry.
