Vietnam: 04 responsibilities of the Chairman of the Commune People's Committee in post-rehabilitation management at the residence (Illustrative image)
Decree 94/2009/ND-CP stipulates the responsibilities of the Chairman of the Commune People's Committee and relevant agencies in organizing post-rehabilitation management at the residence in Vietnam as follows:
- Direct and organize post-rehabilitation management; establish a monitoring and assessment book for the post-rehabilitation process; assign organizations and individuals to assist and guide the person having completed rehabilitations to isolate from the narcotic substance environment, prevent and combat relapse; periodically or unexpectedly, organize inspections and narcotic substance tests for person having completed rehabilitation;
- Organize volunteer social activity teams; mobilize the residential community to participate in managing and assisting persons having completed rehabilitations; encourage and motivate persons having completed rehabilitations to participate in social activities;
- Promote, manage, and organize care, counseling, treatment, and support for person having completed rehabilitations living with HIV/AIDS;
- Monthly, held meetings to review and assess the efforts and training process of persons having completed rehabilitations.
Officers of Labor - Invalids and Social Affairs, Health, and Police departments at the commune level, according to their assigned functions and tasks, assist the Chairman of the Commune People's Committee in organizing post-rehabilitation management at the residence.
Additionally, the content of post-rehabilitation management at the residence in Vietnam includes:
- Manage, guide, and assist persons having completed rehabilitations in preventing and combating relapse; advise them to change behavior and personality;
- Grant support for vocational training and job seeking; facilitate persons having completed rehabilitations to participate in social activities and reintegrate into the community.
