On April 17, 2014, the Ministry of Justice of Vietnam issued Circular 11/2014/TT-BTP on the assurance of gender equality in legal aid.

Vietnam: 04 main contents for identifying and analyzing gender issues in legal aid

Under Circular 11/2014/TT-BTP, when developing and organizing the implementation of annual legal aid plans or providing legal aid, legal aid-providing organizations in Vietnam shall identify and analyze gender issues and propose measures to assure gender equality in legal aid. The contents of identifying and analyzing gender issues in legal aid in Vietnam include:

  1. Analyzing the gender structure within the legal aid-providing persons and the quality of the human resources providing legal aid ;
  2. Analyzing the gender structure in the total number of cases, the total number of legally aided persons, and the cases stipulated in Article 12 of this Circular;
  3. Analyzing the potential for gender inequality, gender discrimination in legal aid, or activities that hinder the exercise of the right to receive legal aid for both men and women (if any);
  4. Identifying gender issues and causes leading to gender inequality, gender discrimination in legal aid, or activities that hinder the exercise of the right to legal aid for both men and women.
