Recently, the Ministry of Education and Training of Vietnam promulgated Circular 56/2012/TT-BGDDT issuing regulations on the management of bilateral international cooperation tasks on science and technology at the ministry level of the Ministry of Education and Training.

Article 5 of the Regulations on managing bilateral international cooperation tasks on science and technology at the ministerial level issued by the Ministry of Education and Training, attached to Circular 56/2012/TT-BGDDT, defines the bases for forming the tasks of bilateral international cooperation as follows:
Additionally, the standards for the head of the bilateral international cooperation task are defined as follows:
- Holding at least a master's degree, with expertise relevant to the research field of the task.
- Having at least one published work in a reputable international scientific journal within the research field or a field close to the research issue of the task.
- Not currently leading a subject, task, or pilot production project at the ministerial level of the Ministry of Education and Training at the time of selecting the bilateral international cooperation task.
- Not subject to the handling provisions of Clause 1, Article 23 of these Regulations.
