Vietnam: 03 required outcomes for graduates of Television program production techniques, Level 4 of VQF

On December 23, 2019, the Ministry of Labor, War Invalids, and Social Affairs of Vietnam issued Circular 19/2019/TT-BLDTBXH on the minimum knowledge volume and required competencies for graduates from intermediate (Level 4 of VQF) and college (Level 5 of VQF) levels in arts, journalism, and information sectors.

Under Circular 19/2019/TT-BLDTBXH, Television program production techniques, Level 4 of VQF in Vietnam is a profession that exploits and uses equipment for video recording, audio recording, editing, lighting, specialized software... to create television programs (in the form of video signals) according to the requirements of the script, directors, and editors, meeting Level 4 of the Vietnam National Qualifications Framework. 03 required outcomes for graduates of Television program production techniques, Level 4 of VQF in Vietnam are:

1. Knowledge:

- Be able to present regulations on occupational safety, industrial hygiene, and fire prevention in sculpture;

- Be able to describe the basic characteristics of materials such as wood, stone, and plaster;

- Be able to present the basic principles of drawing illustrations from models and sketching models;

- Be able to present concepts of management and various forms of production management;

- Be able to describe the structure, use, sharpening, and utilization of manual tools used in sculpture;

- Be able to describe the structure and operating principles of equipment used in sculpture;

- Be able to present the operational procedures of equipment used in sculpture;

- Be able to present the structure, use, and operating principles of CNC machines used in sculpture;

- Be able to present operational procedures for CNC machines used in sculpture;

- Be able to present the processes for relief sculpture, animal statue sculpture, and human figure sculpture using materials such as wood, stone, and plaster;

- Be able to present the process of surface ornamentation for wooden, stone, and plaster sculptures;

- Be able to present basic knowledge of politics, culture, society, law, national defense and security, and physical education as prescribed.

2. Skills:

- Be able to classify commonly used materials in sculpture;

- Be able to determine the dimensions of sculpture models required to create templates following design drawings;

- Be able to sharpen various chisels and cutting blades used in sculpture to technical standards ensuring occupational safety;

- Be able to disassemble, assemble, and adjust cutting blades for specialized machines used in sculpture;

- Proficiently use manual tools and equipment used in sculpture;

- Be able to operate CNC machines for relief sculpture, animal statue sculpture, and human figure sculpture;

- Be able to sketch relief sculptures, animal statues, and human statues from models;

- Be able to sculpt some reliefs and animal statues from models on materials such as wood, stone, and plaster using manual tools and specialized machines correctly according to technical and artistic requirements, ensuring occupational safety;

- Be able to sculpt some human statues from models on wood materials using manual tools and specialized machines correctly according to technical and artistic requirements, ensuring occupational safety;

- Be able to ornament sculpture surfaces ensuring technical and artistic quality;

- Be able to use basic information technology as prescribed; exploit, process, and apply information technology in professional work in the industry;

- Be able to use basic foreign language skills, achieving level 1/6 in the Vietnamese Foreign Language Proficiency Framework; be able to apply foreign languages in the professional work of the industry.

3. Level of autonomy and responsibility:

- Be able to work independently and in teams effectively, with mutual understanding and high responsibility;

- Communicate politely and friendly with the audience and colleagues;

- Guide and supervise colleagues in performing predetermined tasks, taking personal responsibility and partial responsibility for the group within the scope of assigned work;

- Be able to evaluate the quality and results of work performed by oneself and the group after completing assigned tasks;

- Have a sense of responsibility in using assigned tools and equipment and the common assets of the agency and unit;

- Always ready to guide, assist, supervise, show respect, cooperate, and inspire colleagues to complete tasks well;

- Possess professional responsibility, ethics, demeanor, and service attitude. Hardworking, creative in work, with an awareness of labor discipline.
