Vietnam: 03 notable contents regarding monitoring and warning of aquaculture environment

This is a notable content of Circular No. 04/2016/TT-BNNPTNT of the Ministry of Agriculture and Rural Development of Vietnam on prevention and control of aquatic animal diseases, effective from July 01, 2016.

Specifically, according to Circular No. 04/2016/TT-BNNPTNT of the Ministry of Agriculture and Rural Development of Vietnam, 03 notable contents regarding monitoring and warning of aquaculture environment are specified as follows:

1. Principles of monitoring and warning of aquaculture environment

- Monitoring and warning of aquaculture environment must be carried out regularly, continuously, and systematically to detect factors that may have adverse impacts on the aquaculture environment. Timely notifications must be sent to the fisheries management and veterinary agencies to alert and guide farmers to implement necessary measures to address and mitigate these impacts.

- The Directorate of Fisheries provides guidance to the Fisheries Sub-Department and relevant units on the criteria for selecting areas, points, parameters, frequency, methods, and environmental monitoring bulletins. It also provides information and data on monitoring and environmental warning in aquaculture as specified.

2. Development of the plan for monitoring and warning of aquaculture environment

The Directorate of Fisheries takes the lead and coordinates with the Veterinary Department and relevant agencies to develop a comprehensive plan for monitoring and environmental warning in aquaculture nationwide for a period of 5 years and specific plans for each year. The plan is submitted to the Ministry of Agriculture and Rural Development for approval and budget allocation.

The Fisheries Sub-Department takes the lead and coordinates with the Veterinary Department and relevant agencies to develop local plans for monitoring and environmental warning in aquaculture. The plans are submitted to the Department of Agriculture and Rural Development for approval and budget allocation.

Main contents of the plan for monitoring and warning of aquaculture environment include:

- Determining the needs and objectives of monitoring.

- Identifying areas, points, and subjects for monitoring; determining parameters, frequency, time, and methods of monitoring.

- Identifying organizations and individuals involved in the implementation.

- Determining the financial needs, funding sources, and resources for implementation.

3. The criteria for determining areas, points, and subjects for environmental monitoring must meet the following conditions:

- The monitored area includes concentrated aquaculture areas with a shared water source, determined based on administrative boundaries and in line with the local aquaculture development plan. It should also include areas prone to disease outbreaks or environmental pollution. The area should have a minimum area of 10 hectares for semi-intensive and extensive farming, 200 hectares for other farming methods, and 1,000 cubic meters for cage farming.

- The monitored point should be stable and representative of the entire area, with coordinates and marked on a map.

- The monitored subjects are commercially valuable aquaculture species with a high production volume, concentrated in the planned aquaculture development area of the locality.
