On December 25, 2012, the Ministry of Education and Training of Vietnam issued Circular 56/2012/TT-BGDDT to promulgate regulations on the management of bilateral international cooperation tasks in science and technology at the ministerial level of MOET.

Article 3 of the regulation on the management of bilateral international cooperation tasks in science and technology at the ministerial level of MOET issued along with Circular 56/2012/TT-BGDDT of the Ministry of Education and Training of Vietnam stipulates 03 objectives of the bilateral international cooperation tasks as follows:
Additionally, Article 4 of this Regulation also clearly specifies the requirements for the bilateral international cooperation tasks. To be specific:
- It is an important and urgent scientific and technological task that Vietnam needs to leverage the strengths and experiences of foreign countries to solve.
- There is a commitment from the foreign partner to provide funding for the collaborative research, support the training of master's and doctoral levels, and publish research results in reputable international scientific journals
- There must be one principal investigator, one scientific secretary, and no more than 10 participating researchers.
- The maximum duration for implementing a bilateral international cooperation task is 6 years.
