Vietnam: 03 goals of bilateral international cooperation on science and technology of the Ministry of Education and Training

On December 25, 2012, the Ministry of Education and Training of Vietnam issued Circular 56/2012/TT-BGDDT to promulgate regulations on the management of bilateral international cooperation tasks in science and technology at the ministerial level of MOET.

Article 3 of the regulation on the management of bilateral international cooperation tasks in science and technology at the ministerial level of MOET issued along with Circular 56/2012/TT-BGDDT of the Ministry of Education and Training of Vietnam stipulates 03 objectives of the bilateral international cooperation tasks as follows:

  1. Facilitate research groups to quickly access new scientific issues being researched abroad, shorten research time, systematically solve research problems to create scientific and technological products serving the development of education and training, economic, social, and national defense - security.
  2. Train high-level human resources, improve professional qualifications and research capacity of lecturers, researchers, and management staff on the basis of leveraging the support of foreign partners in terms of experience, knowledge, and working environment.
  3. Form and develop potential research groups.

Additionally, Article 4 of this Regulation also clearly specifies the requirements for the bilateral international cooperation tasks. To be specific:

- It is an important and urgent scientific and technological task that Vietnam needs to leverage the strengths and experiences of foreign countries to solve.

- There is a commitment from the foreign partner to provide funding for the collaborative research, support the training of master's and doctoral levels, and publish research results in reputable international scientific journals

- There must be one principal investigator, one scientific secretary, and no more than 10 participating researchers.

- The maximum duration for implementing a bilateral international cooperation task is 6 years.
