On October 14, 2016, the Government of Vietnam issued the Decree No. 142/2016/NĐ-CP on the prevention of online information conflicts.
According to the Decree No. 142/2016/NĐ-CP of Vietnam’s Government, specialized agencies shall be responsible for eradicating online information conflicts. Telecommunications and Internet service providers shall be responsible for cooperating with specialized agencies in eradicating online information conflicts. Online information conflicts shall be eradicated upon:
1. The clarification of the source(s) of online information conflicts;
2. The sufficiency of personnel, technologies, technical solutions and diplomacy for eradicating online information conflicts;
3. The delivery of notification(s) to the entities and individuals in connection with the source(s) of online information conflicts directly or indirectly by phone, email or mass media.
Besides, this Decree also stipulates that telecommunications and Internet service providers shall filter data upon one of the following events:
- The source(s) of online information adverse to national defense and security and to state sovereignty in cyberspace is (are) clarified;
- The relevant request of the entities entangled in online information conflicts is validated;
- A relevant request is made by specialized agencies.
