Recently, the Government of Vietnam promulgated Decree 35/2009/ND-CP on the organization and operation of the Inspectorate of Natural Resources and Environment.

Under Decree 35/2009/ND-CP, the entities of the Inspectorate of Natural Resources and Environment in Vietnam including the Inspectorate of the Ministry of Natural Resources and Environment; the Inspectorate of the General Department of Land Management, the Inspectorate of the General Department of Environment, and the Inspectorate of the Geology and Minerals Department of Vietnam under the Ministry of Natural Resources and Environment; and the Inspectorate of the Department of Natural Resources and Environment. The tasks and powers of the Inspectorate of Natural Resources and Environment in Vietnam are as follows:
Inspectorate of the Ministry of Natural Resources and Environment
- The ministerial inspectorate is an agency of the Ministry of Natural Resources and Environment and performs administrative and specialized inspection tasks on natural resources and environment within the scope of state management by the Ministry of Natural Resources and Environment. The ministerial inspectorate has affiliated offices established by the decision of the Minister of Natural Resources and Environment.
- The ministerial inspectorate includes a Chief Inspector, Deputy Chief Inspectors, and Inspectors. The Chief Inspector is appointed, relieved from duty, and dismissed by the Minister of Natural Resources and Environment after consultation with the General Inspector; Deputy Chief Inspectors and Inspectors are appointed, relieved from duty, and dismissed according to the provisions of law.
- The Minister of Natural Resources and Environment specifies the tasks, powers, organization, and staffing of the Inspectorate of the Ministry.
Sub-ministerial inspectorates
- The sub-ministerial inspectorate is an agency under the General Department, Department, performing specialized inspection tasks on natural resources and environment within the management scope of the General Department, Department. The Inspectorate of the General Department has affiliated offices established by the decision of the General Director.
- The sub-ministerial inspectorate includes a Chief Inspector, Deputy Chief Inspectors, and Inspectors. The Chief Inspector of the General Department/Department is appointed, relieved from duty, and dismissed by the General Director, and Department Director after consultation with the ministerial inspectorate. Deputy Chief Inspectors and Inspectors are appointed, relieved from duty, and dismissed according to the provisions of law.
- The General Director/Director specifies the tasks, powers, organization, and staffing of the sub-ministerial inspectorate.
Inspectorate of the Department of Natural Resources and Environment
- The Inspectorate of the Department is an agency under the Department of Natural Resources and Environment, performing administrative inspection tasks and specialized inspection tasks within the scope of state management on natural resources and environment by the Provincial People’s Committee.
- The Inspectorate of the Department has a Chief Inspector, Deputy Chief Inspectors, and Inspectors.
- The Chief Inspector of the Department is appointed, relieved from duty, and dismissed by the Director of the Department after consultation with the Chief Inspector of the province; Deputy Chief Inspectors and Inspectors are appointed, relieved from duty, and dismissed according to the provisions of law.
