Vietnam: 03 conditions to participate in computer-generated lottery

On June 17, 2019, the Ministry of Finance of Vietnam issued Circular No. 36/2019/TT-BTC providing guidance on computer-generated lottery business.

According to Circular No. 36/2019/TT-BTC of the Ministry of Finance of Vietnam, a lottery buyer shall:

- be a Vietnamese citizen living in Vietnam or overseas, or a foreigner who has legally entered Vietnam;

- be aged 18 years or older; and

- have full legal capacity in accordance with Vietnamese law. In case of applied provisions of international treaties in which Vietnam is a member are different from the Vietnamese ones, the provisions of international treaties shall prevail.

Also according to Circular No. 36/2019/TT-BTC, every lottery buyer has the right to:

- Receive the payout from the computer-generated lottery enterprise when he/she wins in accordance with the lottery game rules;

- Request the computer-generated lottery enterprise to protect the information of his/her win and the prize; and

- Other lawful benefits as prescribed at the lottery game rules.
