Vietnam: 03 conditions to be considered for transfer of a teacher training institution at intermediate and college level

According to Article 15 of Circular No. 24/2019/TT-BGDĐT of the Ministry of Education and Training of Vietnam, learners are eligible to transfer training institutions as follows:

1. Learners may be considered for transfer of training institutions if they satisfy the following requirements:

- During the study period, if the learner’s family relocates or he/she has difficult circumstances, it is necessary to move to a teacher training institution near the family residence to facilitate learning;

- When transferring to another teacher training institution, they must study the same training major as they are studying at the teacher training institution where they move from and have the same training form;

- Having the consent of the head of the teacher training institution applying to move from and the head of the teacher training institution applying to move to;

2. Learners are not allowed to transfer the teacher training institution in the following cases:

- Having applied for admission but failed to be admitted to the major and the training level registered at the teacher training institution or the result does not meet the corresponding matriculation conditions of the training institution the teacher is applying to transfer to;

- Having a permanent residence outside the recruitment area specified by the teacher training institution to be transferred;

- Studying in the first and final years of the course;

- In the period of being disciplined from warning or higher.

3. The head of the teacher training institution shall stipulate the application for transfer, in which the head of the teacher training institution where the learner wishes to transfer to shall decide to accept or not; decide on the learner's continued learning, recognize the learner’s modules having results transferred and number of subjects and modules to be studied additionally, on the basis of comparing the teacher training program at the teacher training institution to which the student is applying to transfer and the teacher training program of the teacher training institution that the student is applying to transfer to.

4. The maximum time to complete a teacher training program for learners who transfer to another teacher training institution shall be counted from the time of enrollment at the teacher training institution where they are transferred.
