Valid Documentation for Vehicles Operating Across the Vietnam–Laos Border

Recently, the Ministry of Transport officially signed and promulgated Circular 88/2014/TT-BGTVT, providing guidance on the implementation of certain provisions of the Agreement and Protocol on the facilitation of cross-border motor vehicle traffic between the Government of the Socialist Republic of Vietnam and the Government of the Lao People's Democratic Republic.

According to Article 5 of Circular 88/2014/TT-BGTVT, when circulating, road motor vehicles operating across the border between Vietnam and Laos must have valid documents accompanied by an English translation or a certified translation in the national language of the destination country (except for documents printed in bilingual Vietnamese-Laos or Vietnamese-English, Laos-English) to present to relevant authorities upon request, specifically including:

- Vehicle registration certificate;- Certificate of technical safety and environmental protection inspection;- Cross-border transport permit;- Compulsory civil liability insurance certificate for third parties;- Temporary import-export or temporary export-import customs declaration for road transport vehicles.

Specifically, for passenger transport vehicles and goods transport vehicles, in addition to these documents, other documents are required. To be specific, as follows:

Firstly, for passenger transport vehicles:

- Passenger list (for fixed-route passenger transport vehicles as specified in Appendix 1a of this Circular; for contract-based passenger transport and tourist transport vehicles as specified in Appendix 1b of this Circular).

- Passenger transport contract (for contract-based passenger transport vehicles).

Secondly, for goods transport vehicles:

- Bill of lading;

- Customs declaration for goods;

- Animal and plant quarantine certificate.

In addition to the cross-border transport permit, vehicles carrying dangerous goods or goods with weight or dimensions exceeding regulations entering the territory of the other contracting party of the Agreement and the Protocol on facilitating the operation of road motor vehicles across the border between Vietnam and Laos must obtain a special circulation permit from the competent authority of that contracting party as regulated.
