Utilization of Funds for Awarding the "Ho Chi Minh Prize" in Literature and Art: When?

On September 29, 2014, the Government of Vietnam issued Decree 90/2014/ND-CP on the "Ho Chi Minh Award" and the "State Award" for literature and arts.

Decree 90/2014/ND-CP stipulates that the funding for organizing the consideration and awarding of the "Ho Chi Minh Award" and the "State Award" for Literature and Art shall be used for the following activities:

- Developing and implementing the Award Consideration Plan at the Councils at various levels;- Remunerating the members of the Councils at various levels, secretaries, and for the appraisal of the award proposal dossiers;- Holding meetings of the Councils at various levels;- Announcing the consideration results of the Councils at various levels in public media for public opinion;- Organizing press conferences to announce the results of the Councils at various levels;- Organizing the Award Ceremony for the "Ho Chi Minh Award" and the "State Award" for Literature and Art;- Other activities as prescribed by law.

The specific spending levels shall be implemented according to the provisions of law.

Additionally, the Decree also stipulates the funding for the organization of the consideration and the prize money for the "Ho Chi Minh Award" and the "State Award" for Literature and Art as follows:

- The Ministry of Culture, Sports, and Tourism is responsible for arranging funds for the organizational activities of the consideration councils at the grassroots level established by the President of the Central Specialization-specific Literature and Art Association; the specialized State-level Councils, and the State-level Councils; organizing the award ceremony for the "Ho Chi Minh Award" and the "State Award" for Literature and Art, and other related costs as prescribed by law;

- The President of the Provincial People's Committee and the People's Committee of centrally run cities are responsible for arranging funds for the consideration activities of the Councils at the grassroots level in their localities;

- The prize money for the "Ho Chi Minh Award" and the "State Award" for Literature and Art shall be arranged in the budgets of the Ministries, ministerial-level agencies, agencies under the Government of Vietnam, and the Provincial People's Committees, centrally run cities according to the provisions of law.
