Circular 19/2018/TT-BYT on the list of essential medicines was issued on August 30, 2018. One of the basic contents stipulated in this Circular is the regulation on the use of the list of essential medicines.
To be specific, according to the provisions of Article 4 of Circular 19/2018/TT-BYT, the List of Essential Medicines is used for the following purposes:
First, to uniformly formulate State policies on investment, price management, capital, taxes, fees, and other matters related to the production, business, preservation, testing, export, and import of medicines and raw materials for medicines to ensure that there are enough medicines in the List of Essential Medicines to serve the work of protecting, caring for, and improving the health of the people.
Second, to be used in training, teaching, and guiding the use of medicines for students in schools that provide training in the health sector.
Third, to develop a list of medicines within the payment scope of the health insurance fund.
Fourth, to serve as a basis for the Drugs and Treatment Council to formulate the list of medicines used in medical examination and treatment facilities to meet treatment needs, which is then submitted for approval by the head of the medical examination and treatment facility.
Fifth, to serve as a basis for developing the List of Medicines for Bidding, the List of Medicines for Centralized Bidding, and the List of Medicines for Price Negotiation.
Sixth, to define the scope of retail sales of medicines at retail establishments, particularly the medicine cabinets of commune health stations, including:
- Medicines with the symbol (*) in the list of essential pharmaceutical chemicals and biological products;- All essential herbal medicines, traditional medicines, and traditional medicinal ingredients issued with Circular 19/2018/TT-BYT.
