Regarding this issue, LawNet would like to answer as follows:

On March 12, 2024, the Minister of Education and Training issued Decision 790/QD-BGDDT on Regulations on management, operation, exploitation and use of Management Software for quality assurance and accreditation of university education and pedagogical colleges.

1. Information about Software for Management of Quality Assurance and Accreditation System for University Education and Pedagogical Colleges

According to Article 2 of the Regulations issued together with Decision 790/QD-BGDDT in 2024, information about software is specified as follows:

- Software built by the Ministry of Education and Training to manage, operate, exploit, and use information synchronously and consistently (information and data contained in documents, records, and documents) on quality assurance and quality accreditation of university education and pedagogical colleges.

The software has functions to support organizations and individuals in digitizing information updates to collect, synthesize, analyze, and unify information on quality assurance and quality accreditation of university education and pedagogical colleges according to current regulations of the Ministry of Education and Training.

- Software access address: https://kdcldh.moet.gov.vn.

- The software is exploited on the Internet, using computers connected to the network, accessed with common Internet browsers, and logged in with the account provided for use.

2. Using information on the Software for Managing the Quality Assurance and Accreditation System of University Education and Pedagogical Colleges in Vietnam

According to Article 4 of the Regulations issued together with Decision 790/QD-BGDDT in 2024, the regulations on the exploitation and use of information on the Software are as follows:

- Information on the Software is used consistently to serve state management of quality assurance and quality accreditation of university and pedagogical college education. Exploiting and using information on the Software is done through the Software access address and account provided.

- Department of Quality Management exploits and uses information on the Software to serve management work.

- Higher education institutions, colleges with teacher training, educational quality accreditation organizations, and professional training facilities for accreditors exploit and use information on the Software's public page, and the unit's information has been entered and updated into the Software under the assigned account.

- Other units and individuals can access the software address to exploit information on the public page.

- The use and dissemination of mining information on the Software must comply with relevant legal regulations.

3. Decentralized management and operation of Software Management system for quality assurance and accreditation of higher education and pedagogical colleges in Vietnam

- The software is installed, stored, and centrally managed at the data center of the Ministry of Education and Training (managed by the Department of Information Technology).

- The server administration account is managed by the Department of Information Technology, ensuring that the Software operates continuously, smoothly, stably, safely, and securely.

- Management account for operating, exploiting, and using Software managed by the Department of Quality Management; Relevant units and individuals are granted 01 (one) account by the Department of Quality Management to manage, operate, exploit, and use the Software.

- Managing unit accounts

+ The head of the unit is responsible for receiving and managing accounts and handing over accounts to responsible individuals of the unit for management and use;

+ Units and individuals are responsible for changing the original password immediately after receiving the account; managing, using, and securing account information for the right purpose.

- In the event that the account of the issued unit or individual loses its password, it must be promptly notified to the Quality Management Department for processing.

- Units enter information into the Software through the assigned account; Information must be approved by the Unit Head before being entered into the Software.

- The Department of Quality Management presides over the organization of entering information for the first time into the Software; Before the 28th of every month, if there is any change in information, the unit will update the information in the Software; Enter and update legal documents, directives, and administrative documents, as well as implementation instructions on quality assurance and quality accreditation of higher education and related information and activities, into the Software.

- Higher education institutions, colleges with teacher training, educational quality accreditation organizations, and professional training facilities for accreditors enter information into the Software; Before the 28th of every month, if there is any change in information, the unit will update the information in the Software.
