Using Agency or Unit Address for Delivering and Receiving Goods, Parcels... Will Be Disciplined

This is notable content stipulated in the Draft Circular regulating the disciplinary handling of officers and soldiers of the People’s Public Security being solicited for comments.

Police officers exchanging, buying, or selling goods over the Internet during working hours, after being reminded by their superiors more than 3 times but still continuing, will be disciplined in the form of a reprimand.

Additionally, according to the Draft, officers and soldiers will also be reprimanded if they commit any of the following acts:

- Using mobile phones or devices connected to the Internet in prohibited areas after being reminded but still committing the offense;

- Posting, sharing images, video clips, articles, statements, or comments contrary to the policy and guidelines of the Communist Party and the laws of the State on social networking sites; sharing (share), liking (like) pages or articles with content against the Communist Party and the State (except for cases serving work requirements or to counter hostile and reactionary information);

- Conducting virtual currency business over the Internet;

- Impersonating others to create influence or borrowing the name of the agency or unit for personal affairs;

- Being complained or accused of borrowing property from organizations or individuals for pawn or mortgage without their consent;

- Borrowing money or property from organizations or individuals but failing to repay on time, leading to complaints or accusations (or other forms) despite being reminded by the unit, but still not fulfilling the debt payment commitments, causing further complaints;

- Frequently meeting, exchanging, or contacting individuals with bad backgrounds or criminal records (except when required for work purposes);

- Participating, enticing or organizing others to participate in unlawful multi-level marketing networks;

- Knowing that parents, in-laws, spouse, or children living together in the family participate in gambling or usury under any form but not taking preventive measures or not reporting to the competent state authorities;

- Having tattoos on the skin;

- Organizing tourism, gifting to take advantage of responsible persons, leading to the issuance of incorrect decisions, benefiting oneself or the agency, unit, organization, or enterprise in which one participates;

- Organizing social events, parties, or gatherings to give or receive gifts with selfish motives;

- Having rude gestures or speech, provoking, teasing, or insulting the dignity and honor of others;

- Fighting or inciting others to fight;

- Being drunk causing public disorder;

- Filming, photographing, drawing maps in prohibited areas;

- Carelessly making statements or providing information to the press that, according to regulations, should be refused for release or not provided to the press;

- Practicing superstitious activities contrary to customs and traditions, affecting the reputation of the unit;

- Gambling with illegal gaming machines or video games;

- Betting with money or in other forms during sports competitions, entertainment, or other activities.

The draft also specifically stipulates cases in which officers and soldiers are subject to disciplinary actions such as warnings, demotion, salary reduction, deprivation of the People's Police title, or forced resignation as specified in the Appendix issued with this Circular.
