Circular 10/2017/TT-BNV on regulations for evaluating the quality of training for officials and public employees was issued on December 29, 2017. According to the guidelines in this Circular, the use of evaluation results for the quality of training for Vietnamese officials and public employees is regulated as follows:
1. The survey results for each content of the training quality evaluation are presented with the following scores: The average evaluation score for each indicator, the average evaluation score for each criterion, the average evaluation score for the group of lecturers, the group of trainees, and the general evaluation index (Appendix 2).
2. Depending on the level achieved of the general evaluation index for each evaluation content, the evaluation results are classified into corresponding levels as follows:

2.0 ≤ index < 4.0 | Weak |
4.0 ≤ index < 6.0 | Average |
6.0 ≤ index < 8.0 | Good |
8.0 ≤ index ≤ 10.0 | Excellent |
3. Based on the above evaluation levels, the agencies and organizations evaluating training quality in Vietnam will research, report to the training management bodies, and propose solutions to improve training quality; address deficiencies and weaknesses in the program quality, lecturer quality, facilities, training courses, and enhance the learning effectiveness of trainees.
