The Ministry of Construction of Vietnam issued Official Dispatch 1209/BXD-KTXD dated March 30, 2023 on urging the use and updating of data in the database to serve the management of construction investment costs.

Urging to update data in the database on construction investment cost management in Vietnam

To ensure the provision and exploitation of data for the right purposes and serve well the management of construction investment costs, the Ministry of Construction proposes that Ministries managing specialized construction works and provincial People's Committees direct specialized construction agencies to implement a number of contents, specifically as follows:

- Register an account; update account information; and register additional accounts (if required) according to the form specified in Appendix II of the Regulation on Operation Management to use and exploit the database system and accompanying software to serve the management of construction investment costs of their units.

- Implement the task of providing and updating information for units and individuals in accordance with their expertise and promulgate internal regulations on management and use of the organization's accounts as detailed in Clause 3 of Article 7 Regulations on operation management.

- Organize the regular and timely provision and update of information and data into the database system according to the provisions of Article 8 of the Regulation on Operation Management.

What is included in the database on construction investment cost management of Vietnam?

According to Clause 1, Article 28 of Decree 10/2021/ND-CP, database on construction norms, construction prices and output price indices (hereinafter referred to as “database”) is a part of information system and national database on construction operation according to Law on Construction, including:

- Information and data on construction norms, construction prices, construction investment rates, output price indices issued or publicized by competent authorities;

- Database on construction investment projects and construction contracts shall be collected via investigations, surveys or provided by organizations, individuals on the basis of cooperation, information sharing and periodic reporting regimes as per the law;

- Database on prices of construction services, construction products, construction materials and equipment, and other relevant information provided by organizations, individuals operating in construction sector or via investigation, survey.

Principles of developing and managing database in Vietnam

Specifically, in Clause 4, Article 28 of Decree 10/2021/ND-CP, the principles of developing and managing database include:

- Database must be synced and compliant with regulations and law; serve state management affairs and meet socio-economic development demands;

- Information and data prior to being updated on database must be examined, reviewed, assessed and classified accordingly;

- Collection and addition of data, information must prevent repetition of tasks; include close cooperation in collecting information, data; maximize currently available information, data;

- Information, data that has been examined, processed and updated as per the law on database shall hold similar legitimacy to physical documents;

- Agencies, organizations and individuals shall be legally responsible for information and data that they provided for database.
