According to the new regulations from January 1, 2025, upper secondary students in Vietnam will be guided on safe motorbike riding skills.

On November 15, 2024, the Government of Vietnam issued Decree 151/2024/ND-CP detailing some articles and implementation measures of the Law on Road Traffic Order and Safety 2024.

According to Article 6 of the Law on Road Traffic Order and Safety 2024, the education of legal knowledge on road traffic order and safety in Vietnam is stipulated as follows:

- Educating legal knowledge on road traffic order and safety for children in preschools (hereinafter referred to as preschool children), students in general education institutions, and vocational education institutions.

- The Traffic Police force is responsible for presiding over and coordinating with the management agencies of upper secondary schools and vocational education institutions to organize guidance on safe motorbike driving skills for students at those educational institutions.

- The Ministry of Education and Training, the Ministry of Labor, War Invalids and Social Affairs, within their tasks and powers, shall preside over and coordinate with the Ministry of Public Security and other relevant ministries and agencies to develop, integrate, and incorporate legal knowledge on road traffic order and safety into the teaching curriculum in preschools, general education institutions, and vocational education institutions suitable for each educational level and field of study.

Thus, according to the aforementioned regulation, students of various educational levels will be educated on legal knowledge regarding road traffic order and safety, and specifically, upper secondary students will be guided on safe motorbike driving skills.

Guidelines for safe motorbike driving skills for upper secondary students from January 1, 2025

Under Article 5 of Decree 151/2024/ND-CP, the guidance on safe motorbike driving skills for students commencing upper secondary school and vocational education is as follows:

The content of the guidance on safe motorbike driving skills includes:

(1) Methods to recognize and handle dangerous driving situations;

(2) Structure and functions of motorbike components, methods of maintenance, and safe inspection of the vehicle;

(3) Traffic participation culture; responsibility of the motor vehicle driver; assisting traffic accident victims;

(4) How to start and stop the engine, use throttle, brakes, shift gears, and use protective equipment;

(5) Safe riding positions and dismount techniques;

(6) Starting, adjusting speed appropriately, and stopping the vehicle safely;

(7) Driving through four model obstacles, including: navigating a figure-eight path, a straight line path, a path with barriers, a rugged path;

(8) Other related content.

Students will practice safe motorbike driving as stipulated in (4), (5), (6), and (7) above.

The time for guidance and assessment of safe motorbike driving skills is according to the guidance of the Traffic Police agency, directly executed to suit the practical requirements at the educational institution and ensure the above-mentioned content.

Responsibilities of students' families in guiding safe motorbike driving skills in Vietnam

The responsibilities of students' families in guiding safe motorbike driving skills in Vietnam are as follows:

- Cooperate with relevant functional forces to educate legal knowledge on road traffic order and safety, and guide students on safe motorbike driving skills;

- Not allowing their children to operate vehicles without meeting the required conditions;

- Regularly remind their children to comply with the commitments signed and frequently communicate and update information with the school about students' compliance with the law on road traffic order and safety when participating in traffic.
