Regarding this issue, LawNet would like to answer as follows:

On December 18, 2023, the National Assembly Standing Committee passed Resolution 41/2023/UBTVQH15 adjusting the Program on Formulation of Laws and Ordinances for 2024.

Update on Program on Formulation of Laws and Ordinances for 2024 in Vietnam

Specifically, Resolution 41/2023/UBTVQH15 amends the Program on Formulation of Laws and Ordinances for 2024 specified in Resolution 89/2023/QH15 as follows:

* 7th meeting (May 2024):

** Submitted to the National Assembly for approval 09 laws and 01 resolution:

- Law on Social Insurance (amended);

- Law on Archives (amended);

- Law on Defense and Security industry and industrial mobilization;

- Law on Road;

- Law on road traffic order and safety;

- Capital Law (amended);

- Law on Organization of People's Courts (amended);

- Law amending a number of articles of the Guard Law (according to the procedure at a meeting);

- Law amending and supplementing a number of articles of the Law on Property Auctions;

- Resolution of the National Assembly on the Program on Formulation of Laws and Ordinances for 2025 amending the Program on Formulation of Laws and Ordinances for 2024

** Presented to the National Assembly for comments 12 laws:

- Law on Notarization (amended);

- Law on Trade Union (amended);

- Law on Cultural Heritage (amended);

- Law on Geology and Minerals;

- Law on People's Air Defense;

- Law on Urban Planning and Rural Planning;

- Law on Juvenile Justice;

- Law amending a number of articles of the Pharmacy Law;

- Law amending a number of articles of the Law on Standards and Technical Regulations.

- Law on management and use of weapons, explosives and combat gears (amended);

In case the prepared Law project is of good quality and the drafting process at the National Assembly achieves high consensus, the National Assembly Standing Committee will consider and coordinate with the Government to submit to the National Assembly for approval at the third session. 7 (May 2024) according to the procedure at a meeting;

- Law on management and use of weapons, explosives and combat gears (amended);

- Value Added Tax Law (amended).

* 8th meeting (October 2024):

** Submitted to the National Assembly for approval of 12 laws:

- Law on Notarization (amended);

- Trade Union Law (amended);

- Law on Cultural Heritage (amended);

- Law on Geology and Minerals;

- Law on People's Air Defense;

- Law on Urban Planning and Rural Planning;

- Law on Juvenile Justice;

- Law amending a number of articles of the Pharmacy Law;

- Law amending a number of articles of the Law on Standards and Technical Regulations.

- Law on Management and Use of Weapons, Explosives and Support Tools (amended).

In case the prepared Law project is of good quality and the drafting process at the National Assembly achieves high consensus, the National Assembly Standing Committee will consider and coordinate with the Government to submit to the National Assembly for approval at the third session. 7 (May 2024) according to the procedure at a meeting;

- Law on Prevention and Combat of Human Trafficking (amended);

- Value Added Tax Law (amended).

** Presented to the National Assembly for comments 03 draft laws:

- Gender Change Law;

- Employment Law (amended).;

- Law on Chemicals (amended).

Regulations on Program on Formulation of Laws and Ordinances in Vietnam

Pursuant to Article 31 of the Law on Promulgation of Legislative Documents 2015, regulations on Program on Formulation of Laws and Ordinances as follows:

- Law/ordinance formulation programs shall be planned annually according to policies of Communist Party, the State, socio-economic development strategy, national defense and security strategy, and state management requirements in each period so that to ensure human rights, basic rights and obligations of citizens.

- The National Assembly shall decide the law/ordinance formulation program at the first meeting session of the previous year.

The request for law/ordinance formulation must be based on:

- Policies of Communist Party and the State;

- Results of law implementation or assessment of social relationships related to policies of the law/ordinance project;

- Requirements for state management, socio-economic development; assurance of human rights, basic rights and obligations of citizens; assurance of national defense and security;

- Relevant international agreements to which Socialist Republic of Vietnam is a signatory.
