Upcoming Repeal of a Series of Documents on Construction Cost Management

To be specific:, Circular 01/2019/TT-BXD stipulates the annulment of all 10 legal normative documents issued by the Minister of Construction or jointly issued in the field of construction cost management as follows:

1. Circular 02/2004/TT-BXD dated April 22, 2004, by the Minister of Construction guiding the calculation of additional construction costs due to the sudden increase in steel prices.
2. Circular 07/2005/TT-BXD dated April 15, 2005, by the Minister of Construction guiding the method of converting investment project costs for construction at the time of handover and putting into use.
3. Circular 03/2006/TT-BXD dated May 22, 2006, by the Minister of Construction supplementing some contents of Circulars 02/2005/TT-BXD, 04/2005/TT-BXD, and 06/2005/TT-BXD of the Ministry of Construction.
4. Decision 02/1999/QD-BXD dated January 11, 1999, of the Ministry of Construction on the issuance of annual depreciation rates for construction machinery and equipment.
5. Decision 28/2000/QD-BXD dated December 15, 2000, of the Ministry of Construction on the issuance of construction survey machine price lists.
6. Decision 14/2004/QD-BXD dated May 14, 2004, of the Ministry of Construction on the issuance of cost estimation norms for clean water production.
7. Decision 37/2005/QD-BXD dated November 2, 2005, of the Ministry of Construction on the issuance of “Cost estimation norms for maintaining urban drainage systems”.
8. Decision 25/2006/QD-BXD dated September 5, 2006, of the Ministry of Construction on the issuance of cost estimation norms for construction works, testing materials, components, and construction structures.
9. Decision 13/2007/QD-BXD dated April 23, 2007, of the Ministry of Construction on the issuance of “Cost estimation norms for the collection, transportation, and landfill of urban waste”.
10. Decision 14/2007/QD-BXD dated April 23, 2007, of the Ministry of Construction on the issuance of “Cost estimation norms for maintaining urban greenery”.

In addition, this Circular also stipulates the annulment of all legal normative documents in the field of building materials management as follows:

- Circular 06/2000/TT-BXD dated July 4, 2000, by the Minister of Construction guiding the implementation of Decision 178/1999/QD-TTg dated August 30, 1999, of the Prime Minister of the Government of Vietnam issuing regulations on the labeling of goods circulated domestically and goods exported, imported for building materials.- Circular 13/2000/TT-BXD dated November 1, 2000, by the Minister of Construction amending and supplementing some provisions of Circular 06/2000/TT-BXD dated July 4, 2000, of the Ministry of Construction.- Circular 25/2016/TT-BXD dated September 9, 2016, by the Minister of Construction on the announcement of the HS codes and list of asbestos materials belonging to the amphibole group banned from import.- Decision 15/2000/QD-BXD dated July 24, 2000, of the Ministry of Construction issuing regulations on investment in the production of clay bricks and tiles.
