Upcoming Completion of Regulations on Foreign Language Certificates for Teachers

Specifically, to implement the goal of improving the foreign language proficiency both in quantity and quality for the team of officials and public employees, ensuring that by 2030, 70% of public employees and 60% of public employees holding leadership and managerial positions achieve foreign language proficiency level 4 (equivalent to B2 level of the European framework) or higher, one of the urgent tasks set out in this Scheme is to "Review and complete mechanisms and policies to facilitate officials and public employees to actively study foreign languages, enhance their ability to perform public duties and work in an international environment; mobilize reputable training institutions to participate in foreign language training for officials and public employees." In the upcoming period, the following steps will be taken:

- Complete regulations on foreign language proficiency standards for officials and public employees based on job titles, job positions, and public duty requirements.

- Implement a flexible mechanism for organizing foreign language training, creating conditions for management agencies, employing units, and the officials and public employees themselves to have the opportunity to choose appropriate forms, content, and quality assurance training programs.

- Facilitate reputable and capable training institutions to participate in foreign language training for officials and public employees.

- Attract and select qualified teachers and lecturers with pedagogical methods and experience to participate in teaching foreign language training programs for officials and public employees, meeting professional and international integration requirements.

- Complete regulations on certificates and the validity period of foreign language certificates for officials and public employees.

Note: This Scheme applies to officials in state agencies; officials in agencies of the Communist Party of Vietnam, the State, political-social organizations at the central, provincial, district, and communal levels; and public employees in public service providers. Officials and public employees working in the system of agencies and units under the diplomatic sector and foreign language teachers and lecturers will not be subject to this Scheme.
