This is the salient content stipulated in Decree 34/2019/ND-CP amending and supplementing certain regulations regarding commune-level officials and non-professional activists at the commune level, in villages, and residential groups.
According to the current regulations in Clause 1, Article 21 Decree 112/2011/ND-CP, it is clearly stated that based on the conditions for registering a candidacy for the communal level official and job requirements, the Chairman of the district-level People's Committee is authorized to consider recruitment without examination for special cases such as individuals graduating with honors or higher in domestic universities and achieving at least above average grades abroad, etc.
However, recently the Government of Vietnam issued Decree 34/2019/ND-CP amending and supplementing the aforementioned content as follows:
Based on the conditions for registering a candidacy for the communal level official stipulated in Article 6 of this Decree and the job requirements, the Chairman of the district-level People's Committee is authorized to recruit without examination, selection for the following special cases:
- Individuals graduating with honors from domestic universities or achieving above average grades abroad, possessing professional qualifications suitable for the official position to be recruited;
- Individuals holding at least a university degree with a major matching the official position to be recruited, having mandatory social insurance coverage and a minimum of 5 years of work experience in the relevant field.
Thus, individuals graduating with honors can be directly recruited into the communal official position without undergoing the examination or selection process, and this regulation officially takes effect from June 25, 2019.
