On July 6, 2020, the Government of Vietnam promulgated Decree 78/2020/ND-CP providing regulations on reserve officers of the Vietnam People's Army.

According to the provisions of Decree 78/2020/ND-CP, the military academies and schools are assigned to train and issue graduation certificates for reserve officers. The duration and fields of reserve officer training are specified as follows:
- Reserve non-commissioned officers, officials and public employees, and citizens with university degrees or higher attending infantry, political, and medical, pharmaceutical reserve officer training is 3 months;
- Professional soldiers, non-commissioned officers about to be discharged attending infantry reserve officer training; students graduating university attending infantry and medical, pharmaceutical reserve officer training is 4 months;
- Professional soldiers, non-commissioned officers about to be discharged attending specialized service branch reserve officer training is 5 months.
The Minister of National Defense shall stipulate the program and training content for each of the above-specified subjects.
Regarding the reserve officer training plan:
- Annually, units under the Ministry of National Defense propose the need for reserve officer training and report to the Ministry of National Defense.
- The Ministry of National Defense develops a reserve officer training plan, submits it to the Prime Minister of the Government of Vietnam for approval, and assigns targets and tasks for reserve officer training selection to ministries, ministerial-level agencies, government-attached agencies, and provincial People's Committees.
- Based on the decision of the Prime Minister of the Government of Vietnam, the Minister of National Defense decides on the specific number of reserve officers to be trained from each ministry and provincial-level city.
