Universal education is the process of organizing for all citizens to receive education and achieve a minimum level of educational attainment as stipulated by the State.
Law Amending and Supplementing Certain Articles of the Education Law 2009 stipulates that the universal education program includes: universal preschool education for five-year-old children, universal primary education, and universal lower secondary education.
The subjects of universal education include:
- The subjects of universal preschool education for five-year-old children are five-year-old children who have not completed the preschool education program;- The subjects of universal primary education are children aged from 6 to 14 who have not completed the primary education program;- The subjects of universal lower secondary education are youths and adolescents aged from 11 to 18 who have completed the primary education program but have not graduated from lower secondary school.
Every citizen within the prescribed age range has the obligation to study to achieve the level of universal education.
