On September 18, 2012, the Ministry of Public Security issued Circular 57/2012/TT-BCA detailing the implementation of the importation, management, usage, and destruction of narcotic substance samples for national defense and security purposes.

Pursuant to Article 10 of Circular 57/2012/TT-BCA, it is regulated that annually, agencies and units needing to use samples of narcotics for defense and security purposes must complete and submit their usage projections for the following year to the Institute of Criminal Science by the deadlines as follows:
- Central-level agencies and units must send their projections to the Institute of Criminal Science, Ministry of Public Security before May 1 according to Form 2a, Appendix issued with this Circular.
- Other agencies and units must send their projections to the Provincial/City Forensic Science Department where their headquarters are located before April 1; the Forensic Science Department will compile the usage needs of these agencies and units and send them to the Institute of Criminal Science before May 1 according to Form 2b, Appendix issued with this Circular.
In particular, the Institute of Criminal Science is responsible for reviewing each item, compiling the usage projections of narcotic substance samples for defense and security purposes from various agencies and units, and reporting to the General Director of the General Department of Crime Prevention for approval of the usage projections according to Form 2c, Appendix issued with this Circular. If the projection file contains unclear content, the Institute of Criminal Science must notify the projecting agency or unit in writing for explanations. More than 15 working days without a written response from the date of the request for explanation will be considered as having no usage need.
Additionally, after the General Director of the General Department of Crime Prevention approves the usage projections for narcotic substance samples , the Institute of Criminal Science is responsible for:
- Preparing documents to request the Standing Office for Crime and Drug Prevention to issue an import license (for samples that need to be imported).
- Developing a plan and implementing the conversion, distribution, and packaging into product units suitable for specific usage purposes concerning fabricated products. When manufacturing narcotic substance samples , a report must be made in accordance with regulations.
