Recently, the Ministry of Public Security issued Circular 57/2012/TT-BCA detailing the implementation of the import, management, use, and destruction of samples of narcotic substances for defense and security purposes.

In accordance with Article 15 of Circular 57/2012/TT-BCA, it is stipulated that annually, from January 01 to January 10, units using or importing samples of narcotic substances must compile statistics and report the usage situation according to Form No. 7 issued with this Circular, and submit it to the Institute of Forensic Science, Ministry of Public Security (through the unit distributing samples). On January 15 each year, the Institute of Forensic Science must report to the Director General of the General Department of Anti-Crime Police and the Standing Office of narcotic substances and Crime Control regarding the previous year's importation, usage, destruction, and inventory status of samples of narcotic substances according to Form No. 8, Appendix issued with this Circular.
Note: In case of confusion or loss of samples of narcotic substances, the agencies or units must immediately report to the directly superior management agency. Upon receiving the report, the directly superior management agency must promptly conduct verification and investigation to take appropriate measures and send a report to the Ministry of Public Security (through the General Department of Anti-Crime Police).
Additionally, Article 16 of Circular 57/2012/TT-BCA also stipulates that agencies and units with the function of importing, managing, using, and disposing of samples of narcotic substances for national defense and security purposes are responsible for checking, supervising, and handling violations within their authority in the importation, management, usage, and disposal of samples of narcotic substances within their agencies or units, and compiling reports to the Ministry of Public Security (through the General Department of Anti-Crime Police). The General Department of Anti-Crime Police, Ministry of Public Security is in charge of cooperating with functional agencies of other ministries, central authorities, and local authorities to conduct supervision, inspection, and audits regarding the importation, management, distribution, and handling of legal violations within the authority prescribed.
