 TEACHERS' SALARY SCALE FOR 2020

Regarding this matter, the editorial board THU KY LUAT provides the following explanation:

According to the provisions of Resolution 27-NQ-TW, in the coming time, the State will pay salaries to officials and public employees and the armed forces based on job positions, titles, and leadership roles, in line with the State's resources and income from public service activities, ensuring a reasonable correlation with labor market wages. To be specific: starting from 2021, there will be 05 new salary scales for officials and public employees, including:

- 01 salary scale for positions applied to officials and public employees holding leadership roles;

- 01 professional and skill-based salary scale according to official rank and public employee's professional title commonly applied to officials and public employees not holding leadership titles.

- 03 salary scales for the armed forces, which include:

+ 01 salary scale for military officers, professional police officers, and non-commissioned officers (according to position, title, and military or police rank).

+ 01 salary scale for professional soldiers and technical professionals in the police.

+ 01 salary scale for defense workers and police workers (maintaining the current salary correlation of the armed forces compared to administrative officials).

Among these, the professional and skill-based salary scale according to official rank and public employee's professional title commonly applied to officials and public employees not holding leadership titles will follow these principles:

- Jobs with the same complexity level will have the same salary;

- Higher-than-normal working conditions.

To be specific: according to the provisions of Resolution 27, Article 76 of the Education Law 2019, effective from July 1, 2020, stipulates the salary for teachers as follows:

Article 76. Salary

Teachers are classified according to job position and professional labor; they are prioritized to receive special allowances according to the specific regulations by the Government of Vietnam.

Thus, according to this regulation, teachers will be paid according to job positions, based on the complexity of their profession starting in 2020. For jobs with the same complexity, the salary for teachers will be the same, with higher-than-normal working conditions and preferential career allowances implemented by policies.

This means that salary based on job positions is the salary paid according to the actual capacity and ability to meet the job requirements of each person, rather than relying on seniority or qualifications as currently. Therefore, even those newly recruited or appointed, if they meet the job requirements for that position, will be paid commensurate with their efforts and work results.

The new salary policy demonstrates the spirit of wage policy reform according to Resolution 27/NQ-TW of the Central Executive Committee.
