On October 10, 2024, the Government of Vietnam issued Decree 130/2024/ND-CP regulating the fees for using expressways for vehicles traveling on expressways under state-owned management and directly operated, managed, and exploited by the State.
According to Article 6 of Decree 130/2024/ND-CP, the subjects exempt from fees for using expressways when traveling on expressways under state ownership and direct management, exploitation by the State in Vietnam include:
(1) Ambulances.
(2) Fire trucks of the Fire and Rescue Police force and fire trucks of other forces mobilized to perform fire-fighting duties with priority signals as prescribed by law.
(3) Specialized vehicles serving national defense including vehicles with license plates: Red background, white embossed letters and numbers equipped with specialized defense equipment (including: Tanker trucks, crane trucks, troop-carrying vehicles defined as motor vehicles with 12 seats or more, covered transport vehicles equipped with seats in the cargo area, control vehicles, military inspection vehicles, specialized prisoner transport vehicles, rescue vehicles, satellite information vehicles, other special-purpose vehicles serving national defense), vehicles on emergency duties using one of the priority signals in accordance with law for emergency missions.
(4) Specialized vehicles of units belonging to the structure of the People's Public Security force including:
- Traffic police patrol cars characterized by: a rotating light on the car roof and the words “CẢNH SÁT GIAO THÔNG” ("TRAFIC POLICE") printed on both sides of the car;
- Car 113 police vehicles with the words “CẢNH SÁT 113” ("113 POLICE") printed on both sides of the vehicle;
- Mobile police cars with the words “CẢNH SÁT CƠ ĐỘNG” ("MOBILE POLICE")printed on both sides of the vehicle;
- Transport vehicles with seats installed in the cargo area of the People's Public Security force on duties;
- Prisoner transport vehicles, rescue vehicles, and other specialized vehicles of the People's Public Security force;
- Specialized vehicles (satellite information vehicles, bulletproof vehicles, anti-terrorism, anti-riot, and other special-purpose vehicles of the People's Public Security force);
- Vehicles of the Public Security force on emergency duties using priority signals under the law.
(5) Specialized vehicles for funeral services, including:
- Vehicles with specialized funeral service structures (including: Hearses, refrigerated trucks for preserving and transporting bodies);
- Vehicles related to funeral services (including: Vehicles transporting guests accompanying a hearse, trucks transporting flowers, photo escort vehicles) which are vehicles solely used for funeral activities with registered certificates in the name of the funeral service units. The funeral service units must provide a declaration of commitment that these vehicles are used solely for funeral activities to the electronic payment service provider (specifically stating the number of vehicles, license plates by type).
(6) Convoys accompanied by traffic police vehicles.
(7) Vehicles from the national defense force participating in drills, tactical force movements, transporting weapons, equipment, with military guiding vehicles.
(8) Vehicles of the Public Security, national defense using nationwide road tickets as stipulated in clause 2, Article 8 of Decree 130/2024/ND-CP.
(9) Dike patrol vehicles; vehicles on emergency missions for flood and storm prevention under the authority's direction.
(10) Vehicles performing missions to transport medicines, machinery, equipment, supplies, goods to areas affected by disasters or epidemic areas according to legal provisions on emergency situations in the event of major disasters, dangerous diseases.
