Two Methods of Adjusting the Master Plan for Socio-Economic Development

This content is detailed in Circular 05/2013/TT-BKHDT guiding the organization of formulation, appraisal, approval, adjustment, and publication of the master plan for socio-economic development; sectoral, field, and key product development plans.

02 forms of adjustment to the overall socio-economic development plan; sector, field, and key product development plans are stipulated in Article 26 of Circular 05/2013/TT-BKHDT as follows:

First: Comprehensive adjustment of the plan

- Comprehensive adjustment of the plan is conducted when the objectives and development orientations change. The period for reviewing comprehensive adjustments to the plan is every five (05) years, except in special cases where the plan needs to be adjusted as required by the entity having approval authority over the plan.- Comprehensive adjustment of the plan must ensure it meets practical requirements, aligns with the socio-economic development trend, and is interconnected and synchronized with related plans; it must also ensure continuity and not significantly impact ongoing development investment projects.

Second: Partial adjustment of the plan

- Partial adjustment of the plan is conducted when the proposed adjustments do not affect the objectives and development orientations, and the content and implementation methods of the approved development plan.- Partial adjustment of the plan must clearly define the scope, extent, and content of the adjustments; ensure the continuity and synchronization of the plan, the interconnection with other related plans, clarify the reasons leading to the adjustment; assess the socio-economic-environmental efficiency of the adjustment; and propose solutions to address issues arising from the adjustment of the plan.
