Two Forms of Exploiting the Driver's License Database

According to current regulations, the driver's license database is a collection of structured information on the training, examination, issuing, and renewal of driver's licenses, as well as information on violations of the Road Traffic Law, recorded and updated.

According to the provisions of Article 16 Circular 07/2013/TT-BGTVT, the driver's license database can be accessed directly or indirectly. People who need to look up certain information recorded on the driver's license can do so via SMS system. Specifically, as follows:

- Agencies, organizations, and individuals can directly access the driver's license data from the driver's license information website (http://www.gplx.gov.vn) according to the regulations on security levels and authorization to use and exploit the driver's license data.- Agencies, organizations, and individuals in need of detailed retrieval of driver's license data, depending on the security level, are provided with information extracted from the driver's license database.- Information recorded on the driver's license.- In cases where there is a request from a competent authority, in addition to the printed information on the driver's license, additional information on training, examination, and road traffic law violations can also be provided.

Note, the retrieval of data from the driver's license information system must ensure the following principles:

- Data retrieval of driver's licenses shall be carried out in accordance with the provisions of the law on information technology.- The agency managing the driver's license information system stipulated in Article 4 of this Circular is responsible for protecting personal information and data in the driver's license database in the online environment in accordance with the provisions of the law on information technology.- Information retrieval services for driver's license data are provided to agencies, organizations, and individuals as per regulations.
