Recently, the Minister of Natural Resources and Environment signed to issue Circular 16/2013/TT-BTNMT stipulating technical regulations for mapping groundwater resources at a scale of 1:100,000.
According to the provisions of Article 3 Circular 16/2013/TT-BTNMT, the groundwater resource map at a scale of 1:100,000 is established based on the topographic base map and the hydrogeological map of the same scale or larger.

Whereby:
- The topographic base is a topographic map at a scale of 1:100,000 (VN 2000 coordinate system) or larger, edited to a scale of 1:100,000, issued by the Ministry of Natural Resources and Environment.- The hydrogeological base is a hydrogeological map at a scale of 1:100,000 or larger, edited to a scale of 1:100,000. The hydrogeological map serves as a basis for determining the distribution area, water-containing capacity, chemical composition, and extraction potential of groundwater, identifying stratigraphic units, and water-bearing structures.
In case the mapping area does not have an existing hydrogeological map, investigations, measurements, and mapping of hydrogeological maps with sufficient content information ensuring the formation of the groundwater resource map are required.
Technical inspection and product acceptance are carried out in accordance with the current regulations of the Ministry of Natural Resources and Environment.
