On December 20, 2008, the People's Council of Nghe An Province issued Resolution 244/2008/NQ-HDND approving the master plan for socio-economic development of the coastal and marine areas of Nghe An Province, Vietnam until 2020.

Resolution 244/2008/NQ-HDND directs the development of the transportation system within the infrastructure of Nghe An, Vietnam till 2020 as follows:
- Cua Lo Port: Continue upgrading and expanding with 02 additional berths; complete the sand breakwater system; build new berths No. 5 and No. 6; dredge the access channel and the turning basin in front of the current berth to ensure smooth access for ships over 10,000 tons; expand the port's premises; construct a tourist pier to serve sea tourists.
- Dong Hoi Port: Call for investment to construct Dong Hoi Port to serve the coal-fired thermal power plant, cement transport, industrial zones in the area, and the economic development of the Northern and Northwestern regions of the province. Conduct detailed research to develop Dong Hoi Port into a large-scale, multi-functional port when conditions permit.
- Other Ports: Upgrade Cua Hoi, Lach Quen, Lach Thoi, Lach Van ports; build new Cua Con, Ben Thuy ports downstream, invest to convert the current Ben Thuy port to serve passengers; dredge the Cua Hoi – Ben Thuy channel.
- Construct the Hanoi – Vinh Expressway section; the coastal national highway route Nghi Son (Thanh Hoa) - Quynh Luu - Dien Chau - Nghi Loc - Cua Lo;
- Upgrade and expand National Route 1A through urban areas, economic zones, industrial zones: Hoang Mai, Cau Giat, Dong Nam Economic Zone, Quan Hanh, Quan Banh, etc.; construct railway overpasses on National Route 1A at key points;
- Build National Route 46 bypassing Vinh City from Quan Banh intersecting with National Route 1A bypassing Vinh City to Nam Dan to the standard of Class III plain road; expand and upgrade the National Route 46 section from Vinh to the west;
- Complete and put into use the riverside Lam Road from Cua Hoi - Vinh - Nam Dan, 56 km long;
- Construct the Thai Hoa - Hoang Mai - Dong Hoi route to connect with Nghi Son Port (Thanh Hoa);
- Build new and upgrade routes to connect highways, high-speed railways, national highways with key economic and coastal tourist areas; continue upgrading provincial roads in the area according to approved planning; upgrade rural transportation;
- Construct Ben Thuy 2 Bridge connecting the Vinh bypass road at Hung Loi commune and the Lam River overpass bridge at Cua Hoi to Nghi Xuan (Ha Tinh);
- Construct the central axis road connecting Vinh – Cua Lo; upgrade and build new roads in Vinh City and district-level town Cua Lo following the planning. Build and equip the automatic traffic control and processing system in Vinh City, district-level town Cua Lo, and other urban areas;
- Build new and comprehensively several bus stations in Vinh City.
Build the Vinh - Hanoi high-speed railway line. Modernize Vinh station, separate the freight station from the current passenger station; upgrade subsidiary stations, restore Dien Chau station, build new Phu Dien freight station. Build new railway lines to western districts, down to Cua Lo. Invest in new and upgrade the infrastructure for the safety of the North-South railway.
Upgrade Vinh Airport to the 4C Airport category (According to ICAO) and level II military airport according to Decision No. 06/QD-BGTVT dated January 03, 2006, of the Ministry of Transport; Open several new flight routes Vinh - Vientiane, Vinh - Northeast Thailand, Vinh - Hainan (China).
