Training, Refresher, and Supplementary Professional Courses for Onboard Security Forces

Before becoming a security force, this security force must undergo training and fostering. Decree 75/2018/ND-CP specifically regulates this issue as follows:

On the training of security operations on trains

The program and training content include:

- Theoretical Training:- Training in legal knowledge required to ensure security and order for the security force on the train; ensuring security and order;- Propaganda and mobilization work of the public to participate in ensuring security and order;- Understanding the situation of security and order in railway transportation activities;- Fire prevention and firefighting work of the security force on the train, management, and use of supporting tools;- Procedures for checking personal identification documents, checking luggage and goods when detecting illegal acts on the train;- Practical Training: Training some basic martial arts movements, techniques for moving on the train, and communication methods using symbols and signals.- Training Duration:- Minimum 6 working days for theoretical training;- Minimum 4 working days for practical training.

The Certificate of Completion of Training for Security Operations on Trains is issued according to legal regulations.

The Ministry of Public Security is responsible for organizing the development of the training program and content, assigning agencies to carry out the training, issuing the Certificate of Completion of Training, and organizing the training of security operations on trains according to the prescribed program and content.

On the fostering of railway traffic safety operations

The fostering content includes:

- Theoretical Training:- Railway Law and guiding documents related to ensuring railway traffic safety;- Regulations on passenger, luggage, and goods transportation on the railway;- Regulations on handling railway traffic accidents and incidents; regulations on administrative penalties in the railway transportation field;- Methods and conditions for using some equipment on the train; operating procedures of railway staff working on the train;- National technical standards on railway exploitation; procedures for first aid and emergency aid for victims;- Practical Training: Practicing on the train the theoretical content that has been fostered.

Fostering duration:

- Minimum 6 working days for theoretical fostering;- Minimum 2 working days for practical fostering.

The fostering of railway traffic safety operations is organized by railway transportation enterprises.

On the supplementary training for the security force on trains

According to Decree 75, every 3 years, railway transportation enterprises using security forces on trains are responsible for cooperating with the agency assigned by the Ministry of Public Security to carry out the training of security operations on trains to organize supplementary training, review, and update knowledge related to train security operations and railway traffic safety operations for the security force on trains.

The time and content of supplementary training are determined by the railway transportation enterprise and relevant functional agencies in agreement.

Decree 75/2018/ND-CP takes effect from July 1, 2018.
