Training Program for Public Employees in the Culture, Sports, and Tourism Sector: Which Specializations are Included?

This is a notable provision in Circular 11/2019/TT-BVHTTDL issued by the Ministry of Culture, Sports and Tourism, regulating the conditions for training and research institutions to organize and implement development programs for public employees in the fields of culture, sports, and tourism.

Currently, the training program for public employees in the field of culture, sports, and tourism aims to enhance professional capacity, professional ethics, and professional conduct of public employees in the fields of culture, sports, and tourism. It meets the professional title standards prescribed by law to be the basis for promotion consideration, promotion exams according to professional title standards, and implementing other related policies.

Circular 11/2019/TT-BVHTTDL regulates the Training Program according to the professional title standards for public employees in the fields of culture, sports, and tourism, including the following specialties: Library, Cultural Heritage, Basic Culture, Fine Arts, Performing Arts and Cinema, Physical Exercise and Sports, and other specialties as issued by the Ministry of Culture, Sports, and Tourism according to the law.

The training program is organized based on the job position requirements, knowledge, and specialized skills of public employees in the fields of culture, sports, and tourism issued by the Ministry of Culture, Sports, and Tourism or the People's Committees of provinces and centrally-run cities.

Additionally, this Circular stipulates that training and research institutions must use one of the following training materials:

- Training materials according to the professional title standards for public employees in the fields of culture, sports, and tourism, which have been issued according to the training programs specified in Clause 1, Article 3 of this Circular;- Training materials according to the job position requirements, knowledge, and specialized skills of public employees in the fields of culture, sports, and tourism, which have been issued according to the law.

The training materials must be developed based on the professional title standards for particular public employee fields, regularly updated, consistent with the corresponding public employee training program, and meet the practical professional activity requirements of public employees in the fields of culture, sports, and tourism.
