On October 31, 2023, the Minister of Labor, War Invalids, and Social Affairs issued Circular 12/2023/TT-BLDTBXH regulating training programs according to standards of professional titles for public employees specialized in vocational education. .

Training program for officials specializing in vocational education in Vietnam

(1) Subjects of training

Teaching staff in public vocational education establishments and vocational education centers—continuing education—has the ability to undertake or is working in a position suitable to the responsibilities and tasks of the professional title of vocational education officer (hereinafter collectively referred to as learners).

(2) Training objectives

- General objective

Equipping learners with knowledge, skills, and methods to perform tasks in the professional activities of teaching staff in public vocational education establishments and vocational education centers—continuing education—in order to meet the professional title standards of vocational education officers.

- Specific objectives

After completing the training program on standards for professional titles of public employees specialized in vocational education, learners:

+ Be aware of the role and mission of vocational education in building and developing the country;

+ Present general knowledge about the field of vocational education, guidelines, strategies, policies for vocational education development, and management of vocational education institutions;

+ Apply general knowledge about the field of vocational education to the practical professional activities of teachers in vocational education establishments, vocational education centers - continuing education;

+ Present the specialized knowledge and professional skills of vocational education teachers on developing a team of vocational education teachers, developing training programs, organizing the training process, digital transformation and open vocational education model, ensure quality, build a cultural environment in vocational education establishments, vocational education centers - continuing education ;

+ Apply specialized knowledge and professional skills in building and developing vocational education establishments, vocational education centers - continuing education;

+ Apply and update professional knowledge and skills to perform tasks in accordance with the professional title standards of vocational education teachers;

+ Proactive, positive and creative in managing, administering and developing vocational education according to state regulations and in carrying out responsibilities, duties consistent with the professional title standards of vocational education teachers.

(3) Training time, program structure and list of topics

- Duration of the training program:

+ Total time is 6 weeks x 5 days/week x 8 hours/day = 240 hours; in which: Theory: 96 hours; practice, exercises, discussion: 132 hours; check: 12 hours;

+ One hour of theory class is 45 minutes. One hour of practical/integrated/discussion class is 60 minutes. One hour of testing is 60 minutes.

- The training program includes 11 topics, structured into 3 parts:

+ Part I: General knowledge about the field of vocational education (including 03 mandatory topics).

+ Part II: Professional knowledge and skills of vocational education teachers (including 06 mandatory topics and 02 optional topics).

+ Part III: Finding out the facts and writing the harvest.
