Circular 31/2017/TT-BLDTBXH on regulations for training at college, intermediate, and elementary levels in the form of concurrent education and work was issued on December 28, 2017. This Circular stipulates the program and training curriculum as follows:

1. The curriculum and training programs at the college, intermediate, and elementary levels in the work-study format are the training programs of the corresponding fields, adjusted by the vocational training institutions to suit the learners' abilities and the training duration.

For general courses such as Physical Education and National Defense Education in the college and intermediate programs, adjustments may be made to suit the learners, as decided by the head of the vocational training institution.

2. The curriculum and training programs at the college and intermediate levels in the work-study format are autonomously developed or selected, approved, and used by the head of the vocational training institution in accordance with the regulations specified in Circular 03/2017/TT-BLDTBXH.

3. The curriculum and training programs at the elementary level in the work-study format are autonomously developed or selected, approved, and used by the head of the vocational training institution in accordance with the regulations specified in Circular 42/2015/TT-BLDTBXH.

4. The approved training programs must be publicly disclosed on the vocational training institution's website before the admission process is organized.
