Recently, the Ministry of Education and Training has issued Circular 41/2014/TT-BGDDT on the framework program for secondary vocational education in the groups of fields: Architectural Engineering Technology and Construction Engineering; Mining Engineering Technology.

Circular 41/2014/TT-BGDDT stipulates that the framework program for intermediate professional level mining training is designed to train intermediate professional level mining technicians; equipped with basic knowledge and skills in mining techniques; possessing ethics, professional conscience, a cooperative attitude with colleagues, respect for laws and workplace regulations; and having the health condition to enable workers to find employment, with the potential to further their studies and meet the demands of socio-economic development. The training objectives upon program completion are as follows:
- Ability to read several mechanical drawings and mining technical drawings; capable of designing some simple mining passports.
- Ability to describe the construction diagrams, working principles of some common mining machinery and equipment.
- Ability to present basic knowledge about mine geology, hydrogeology, engineering geology, mine surveying; drilling and blasting, underground mining methods, open-pit mining methods, mine ventilation methods, and knowledge about mining safety techniques and environmental standards.
- Ability to describe the process and present basic techniques at each stage in underground and open-pit mining technology.
- Ability to predict lithological and geological changes in the mine; capable of handling some specific situations during the mining process.
- Ability to set up and organize the construction of several simple mining passports, ensuring technical, economic, and other requirements related to national defense security and environmental protection.
- Ability to perform basic technical operations in mining and operate some common mining machines and equipment such as light and medium drill machines, hydraulic mobile supports; conduct auxiliary work in both underground and open-pit mining according to production processes and workplace requirements.
- Ability to perform blasting techniques for an explosion; control the explosion; construct various types of supports and linings; determine the content of toxic and explosive gases in underground mines.
- Ability to organize and effectively manage the production and exploitation of underground or open-pit mines according to technical, safety, and environmental protection requirements.
Possessing ethical qualities, cooperative attitude with colleagues, respect for laws and workplace regulations, honesty, high discipline, meticulousness, accuracy, and willingness to undertake assigned tasks at the workplace.
