Training for Railway Registration Officers according to Circular 19/2018/TT-BGTVT

To be specific, according to Circular 19/2018/TT-BGTVT, the regulations on railway inspection professional training are as follows:

- Annually, the Vietnam Register is responsible for organizing professional training for railway inspectors and senior railway inspectors.

- The contents of the professional training program for railway inspectors are prescribed in Article 9 of Circular 19/2018/TT-BGTVT.

- Based on the contents of the training program, the Director of the Vietnam Register is responsible for developing and promulgating professional training materials for railway inspectors.

The training program for railway inspectors includes:

- Introduction to the Vietnam Register, professional ethics, regulations on responsibilities and handling of violations in inspection work, regulations on administrative sanctions in the field of railway transport;- Guidance on legal documents, standards, regulations, and processes related to railway inspection work;- Instructions for the use of inspection equipment, Software Programs for managing railway transport vehicles;- Professional training for regular inspections, production assembly, and modification of railway transport vehicles;- Professional assessment of design modification dossiers for railway transport vehicles;- Non-destructive testing skills;- Evaluation and certification of the safety management systems for urban railway operations.

The training program for senior railway inspectors includes:

- Professional training in the assessment of new vehicle and equipment design dossiers;- Professional skills for inspecting imported railway vehicles;- Professional participation in the analysis and determination of causes of railway traffic accidents when required.
