On June 24, 2020, the Ministry of Public Security submitted to the National Assembly for consideration the Draft Law on Forces Participating in Protection of Security and Order at the Grassroots Level.

Draft Law on Forces Participating in Security and Order Protection at the Grassroots Level stipulates training and support for forces participating in security and order protection at the grassroots level, specifically:
- Individuals participating in the activities of forces that protect security and order at the grassroots level shall receive a monthly allowance, support for social insurance contributions, and health insurance at the level decided by the provincial People's Council.
- In the event of resignation before reaching retirement conditions, the period of social insurance contributions shall be preserved to qualify for a pension or receive one-time social insurance according to legal provisions.
- The allowance and support for forces involved in security and order protection at the grassroots level when sent for centralized training, refresher courses, drills, task execution as designated by competent authorities, or when participating in tasks according to mobilization decisions from competent authorities are as follows:
- When sent for centralized training, refresher courses, or drills, they shall receive an allowance equivalent to the basic meal rates of police conscripts;- If performing tasks from 10 PM to 6 AM or in hazardous or dangerous conditions, they shall receive compensation according to the Labor Code; while on standby duty, ready to fight in key, complex areas of security and order, they shall receive benefits as prescribed by the Government of Vietnam;- If performing tasks far from the place of residence without the possibility of daily commuting, they shall be provided with accommodation, transportation means, travel cost support, or reimbursement for travel expenses; they shall receive meal allowances as determined by the provincial People's Committee and endorsed by the People's Council at the same level;- When mobilized for tasks outside regular hours, they shall receive additional daily labor compensation as determined by the provincial People's Council.
Note: Female forces participating in security and order protection, in addition to the above benefits, shall also receive other policies according to labor law provisions for female workers.
