Training and retraining standards for Vietnamese official ranks

According to the regulations stipulated in Circular 11/2014/TT-BNV and Circular 05/2017/TT-BNV, the training and retraining standards for Vietnamese official ranks are specified as follows:

1. For the rank of senior specialist

- Possess a university degree or higher with a major relevant to the work sector and field;

- Possess an advanced degree in political theory or an advanced degree in political-administrative theory or a bachelor's degree in political science, or have a certification of equivalent advanced political theory level from a competent authority;

- Hold a certificate of state management professional training for senior specialists or hold an advanced degree in political-administrative theory;

- Possess a foreign language proficiency certificate equivalent to level 4 of Vietnam’s Foreign Language Proficiency Framework as prescribed in Circular href="https://lawnet.vn/vb/thong-tu-01-2014-tt-bgddt-khung-nang-luc-ngoai-ngu-6-bac-viet-nam-35cbd.html">01/2014/TT-BGDDT;

- Possess an IT certificate with the basic IT skills standard as prescribed in Circular 03/2014/TT-BTTTT or an equivalent applied IT certificate.

2. For the rank of principal specialist

- Possess a university degree or higher with a major relevant to the work sector and field;

- Hold a certificate of state management professional training for principal specialists or possess an advanced degree in political-administrative theory, a master's degree in public administration management, or a doctorate in public administration management;

- Possess a foreign language proficiency certificate equivalent to level 3 of Vietnam’s Foreign Language Proficiency Framework as prescribed in Circular 01/2014/TT-BGDDT or have a minority language training certificate issued by an authorized training institution for officials working in minority areas;

- Possess an IT certificate with the basic IT skills standard as prescribed in Circular 03/2014/TT-BTTTT or an equivalent applied IT certificate.

3. For the rank of specialist

- Possess a university degree or higher with a major relevant to the work sector and field;

- Hold a certificate of state management professional training for specialists or hold a university degree in administration studies, a master's degree in public administration management, or a doctorate in public administration management;

- Possess a foreign language proficiency certificate equivalent to level 2 of Vietnam’s Foreign Language Proficiency Framework as prescribed in Circular 01/2014/TT-BGDDT or have a minority language training certificate issued by an authorized training institution for officials working in minority areas;

- Possess an IT certificate with the basic IT skills standard as prescribed in Circular 03/2014/TT-BTTTT or an equivalent applied IT certificate.

4. For the rank of associates

- Possess a college degree with a major relevant to the job position requirements;- Hold a certificate of state management professional training for associates;

- Possess a foreign language proficiency certificate equivalent to level 1 of Vietnam’s Foreign Language Proficiency Framework as prescribed in Circular 01/2014/TT-BGDDT or have a minority language training certificate issued by an authorized training institution for officials working in minority areas;

- Possess an IT certificate with the basic IT skills standard as prescribed in Circular 03/2014/TT-BTTTT or an equivalent applied IT certificate.

5. For the rank of employees

- Possess a vocational training certificate with a major relevant to the job position requirements. For the role of a driver for the agency, a driving license issued by a competent authority is required.

- Hold a certificate of professional training related to the assigned tasks if the job or position requires it.
