Circular 21/2015/TT-BGTVT stipulates the working hours and rest periods for employees engaged in work of a special nature in railway transportation, issued by the Minister of Transport on June 5, 2015.

Circular 21/2015/TT-BGTVT stipulates the working hours and rest periods for railway employees as follows:
Train drivers and assistant train drivers: Working hours shall not exceed 09 hours per day and not more than 156 hours per month. Working hours are calculated from the time reporting to work until the time leaving work. For employees working specifically on shunting or fixed pushing at a station, the working hours and rest periods prescribed at Point a, Clause 2, Article 4 of this Circular shall be applied.
Chief conductors, employees, railway workers working directly on passenger or freight trains: Working hours shall not exceed 12 hours per day and not more than 208 hours per month. In cases where a train journey exceeds 12 hours, shift policies shall apply as follows: 8 hours on duty and 8 hours rest on-site. At busy stations as prescribed, employees who are on rest have the responsibility to assist with passenger reception and departure alongside the on-duty employees.
Additionally, the Circular also stipulates principles for organizing the working hours and rest periods for railway employees working on trains as follows:
- The rest period after a train journey before transitioning to the next journey shall be at least 12 hours. In cases where the train timetable requires, the rest period between two train journeys may be shorter but must be at least equal to the working hours of the previous shift.- Rest periods between two train journeys, if carried out on the train or when waiting or moving to another location after reporting to work, those hours are not considered working hours.- In short sections (train journeys of 8 hours or less) and trains with shift changes (rest between two train journeys) on the train, employers can apply shift policies as prescribed in Clause 2, Article 4 of this Circular.- In all cases where the train encounters obstacles or incidents, the positions working on the train are responsible for bringing the train to the designated place and only after the train is handed over can they leave for rest. The overtime hours in this case are not counted towards the total overtime hours for the year but must be remunerated and other overtime-related policies implemented in accordance with current laws.
