According to Clause 5, Article 1 Circular 28/2024/TT-BCA, point g has been added after point e, Clause 2, Article 21 Circular 32/2023/TT-BCA which regulates the presentation of the driving license through VNeID application as follows:

In cases where documents related to people and vehicles have been integrated and updated in the electronic identity card, electronic identity account on the National Identification Application, databases managed by the Ministry of Public Security (Hanoi, Vietnam), when the documents are temporarily held, those authorized to temporarily hold documents shall do so in the electronic environment, updating information on the temporary holding of such documents on the administrative violation processing data system and synchronizing with the National Identification Application, databases managed by the Ministry of Public Security for violators and vehicle owners (in case of vehicle owner’s documents) to know, comply with legal regulations on road traffic order and safety, and assisting competent functional forces in inspecting, controlling, and handling violations;

Documents, decisions of those authorized to temporarily hold or return documents will be made according to legal templates and can be created, sent electronically on the National Identification Application or other electronic information systems when technical conditions permit.

Thus, from 1/7/2024, traffic enforcement authorities will retain and revoke the driving license (GPLX) of traffic violators directly on the VNeID application.

People in Vietnam can now use driving licenses integrated into VNeID in place of the physical ones.

According to point a, Clause 1, Article 1 Circular 28/2024/TT-BCA, point a, Clause 2, Article 12 Circular 32/2023/TT-BCA has been added as follows:

Driving license; certificate of completion of road traffic law knowledge, certificates for operating specialized motorbikes; vehicle registration or certified copy of vehicle registration along with an original receipt from a credit institution still valid (during the time the credit institution holds the original vehicle registration); inspection certificate, inspection sticker for technical safety and environmental protection, certificate confirming the validity period of the inspection certificate and sticker (for types of vehicles required to be inspected); compulsory civil liability insurance certificate of motor vehicle owners and other necessary documents according to regulations (hereinafter collectively referred to as documents);

When information of these documents has been integrated and updated in the electronic identity card, electronic identity account on the National Identification Application, databases managed by the Ministry of Public Security (Hanoi, Vietnam), verification shall be done through the information in the electronic identity card, electronic identity account on the National Identification Application, databases; verification of document information in the electronic identity card, electronic identity account on the National Identification Application, databases is as valid as directly checking those documents;"
