Tools for Opening the Caps of Propellant Containers Must Be Made of Non-Ferrous Metal

This is one of the regulations concerning the transportation of explosives stipulated in Circular 109/2016/TT-BQP issued by the Ministry of National Defense on August 5, 2016.

According to Circular 109, the transportation of propellant is regulated as follows:

- Only individuals assigned specific tasks are permitted to transport propellant;- Depending on the mode of transportation, the propellant transport team can be divided into groups (teams), each comprising 2 to 4 persons with one person in charge of each team;- Transport propellant from the storage bunker to the disposal site sequentially by teams. When the preceding team completes the transport and dispersal of the propellant containers, only then can the following team proceed with transporting the next propellant container to the disposal site. The following actions are strictly prohibited:

- Pushing, throwing, hurling, or dragging propellant containers;- Using black metal objects in contact with the propellant;- Engaging in horseplay during the transportation of propellant.

- Tools used to open the lids of propellant containers or packaging must be made of non-ferrous metal or non-metal materials;
